Our Story

Established in 2016, Breakthrough Leadership Foundation (BLF) is a community capacity-building organization dedicated to strengthening communities through purpose, collaboration, and leadership.

We believe every person and organization has unique gifts, value, and a meaningful role in creating stronger communities. Our work brings together employers, nonprofit organizations, educational institutions, government agencies, faith communities, and community partners to expand opportunity, develop leaders, and build solutions that create lasting impact.

As a workforce intermediary, Breakthrough Leadership Foundation prepares individuals for employer-defined career opportunities through career navigation, workforce readiness, critical thinking, interview preparation, and employer-informed skills assessments. Rather than duplicating existing services, we connect people with the right resources, strengthen partnerships, and help employers build reliable talent pipelines that lead to meaningful careers and stronger communities.

In 2026, following the graduation of two board members from the Greater Memphis Chamber Talent Pipeline Management Academy, BLF launched its Employer-Led Career Navigation and Talent Supply Initiative. Guided by employer needs and informed by the nationally recognized Talent Pipeline Management® framework, this initiative helps align workforce preparation with real hiring demand while creating sustainable career pathways for individuals and stronger talent supply chains for employers.

Dirk A. Martre, Sr., Board President of Breakthrough Leadership Foundation

Dirk A. Martre, Sr.

Board President

Dirk A. Martre, Sr. serves as Board President of Breakthrough Leadership Foundation, bringing a passion for servant leadership and community impact. He is a dedicated leader with experience in healthcare, ministry, and community engagement.

Dirk serves with Christ Community Health Services and is the Senior Pastor of Prayer House Church International, where he is committed to supporting individuals and families through faith, encouragement, and service. He holds a degree in Business from the University of Phoenix and is a graduate of Leadership Memphis, equipping him with a strong foundation in leadership, collaboration, and community development.

Dirk gives focus to Strategic Planning, Team Building, Communication, Mentorship and Leadership Accountability. Known for his heart for people and commitment to empowering others, Dirk helps guide the Foundation's mission of developing leaders, strengthening communities, and creating opportunities for lasting change.

Vanessa Sweet

Founder & Executive Director

Vanessa Sweet is the Founder and Executive Director of Breakthrough Leadership Foundation, a nonprofit dedicated to helping individuals discover their purpose, develop their potential, and make a positive impact in their communities.

With more than 30 years of leadership experience in federal government finance, administration, and organizational development, Vanessa brings a deep commitment to service and community empowerment. She holds degrees in Business Administration, Accounting, Public Administration, and Christian Leadership, and has helped emerging businesses and grassroots nonprofits build strong foundations for sustainable growth.

A certified project manager, certified instructor with the Entrepreneurship Leadership Institute, and Distinguished Toastmaster, Vanessa is known for her ability to connect people, develop leaders, and inspire meaningful change. Her leadership is grounded in compassion, collaboration, and a genuine desire to help others thrive. She enjoys traveling with family and gardening.

James Kirkwood, Advisor of Breakthrough Leadership Foundation

James Kirkwood

Advisor

James Kirkwood serves as a Board Advisor for Breakthrough Leadership Foundation, bringing decades of experience in ministry, public safety, and community leadership. He is a senior pastor and the Executive Director of the Memphis Christian Pastors Network, where he works to connect faith leaders, organizations, and community partners in service to Memphis families.

James served more than 30 years with the Memphis Police Department, rising to the rank of colonel and leading two city precincts. Throughout his career, he has been a trusted advocate for collaboration, believing that lasting change happens when communities, faith leaders, and public institutions work together.

A graduate of Leadership Memphis, James holds multiple degrees, licenses, and professional certifications that support his work in leadership and community engagement. His passion for mentoring others, strengthening neighborhoods, and building partnerships makes him a valued advisor to the Foundation as it works to develop leaders and create positive community impact.

Kemberly Toney, Executive Administrator of Breakthrough Leadership Foundation

Executive Administrator

Kemberly Toney serves as Executive Administrator for the Breakthrough Leadership Foundation, a role she has held for three years with dedication and purpose. Driven by a deep commitment to uplift others and create meaningful impact in the world around her, Kemberly was naturally drawn to BLF's mission and the community of advocates it cultivates. She finds great joy in being surrounded and mentored by like-minded changemakers who share her passion for societal improvement.

With a career that spans information technology, education, public service, and the corporate sector, Kemberly takes pride in her ability to gain expertise and apply those skills across diverse opportunities — a versatility that reflects her adaptability and lifelong love of learning. Her professional journey is a testament to what is possible when purpose meets preparation.

A Memphis, Tennessee native, Kemberly is also an entrepreneur at heart. She is the Founder and CEO of Kemet Enterprises, a multi-brand parent company rooted in heritage, faith, and intentional living. Outside of her professional life, she channels her creativity into culinary arts and natural body care product formulation — passions that speak to her belief in the healing power of wholeness.

She treasures making meaningful connections with others and approaches every new experience as an opportunity to grow.
